Should not have voltage to ground. This will cause issues with control. Both top and bottom outlets test the same. Reset breaker and rechecked. Same results. Advised customer to have an electrician repair circuit. Hanging on to parts picked up in case controls where shorted from wrong voltage. If problem persists after electric is fixed both controls will need replaced.

"Inspected the unit and found a large amount of lint and dust buildup on the motor and support wheels, found the pulley completely locked up and not spinning and found a small crack in the blower housing wheel. Tech recommends replacing the pulley but not the blower housing wheel because it is very common for these to have small cracks in them. The pulley is no longer functioning and the blower housing wheel is still functioning properly without any issues. Provided estimate to the customer and they approved. Tech cleared out lint and dust from support wheels, removed support wheels and greased them, cleared lint out of inside the unit around the motor and support wheel. Replaced the pulley and reassemble the unit. Ran a test cycle with no issues. Advised the customer over the next couple days they may get a weird burning smell (lint or dust getting on the element) coming from the unit or some minor rattling noise due to the unit having been completely disassembled. ; used 1 W10837240 (Pulley) from stock"

Fan is working properly but the unit is just covered in frost. I explained to the customer that they need to defrost the unit for 24 hours in order to get the unit back to functioning normal.
